Job description
The Associate Director - Wet Utilities Generation and Transmission at The Red Sea Utility Company is responsible for leading and directing the engineering, design, implementation, and operational readiness of sustainable wet utility infrastructure across Red Sea Global projects. This includes seawater desalination, sewage treatment, and waste management plants, with oversight over PPP and BOOT project lifecycles. The role involves high-level strategic input, team leadership, compliance monitoring, and coordination with stakeholders to ensure the efficient and timely delivery of utility assets that align with the organizationās sustainability vision.
Required skills
Key responsibilities
- Lead the wet utilities generation and transmission technical services strategy for Red Sea projects
- Manage design review, construction, and commissioning phases of desalination, wastewater, and waste treatment facilities
- Supervise the development of functional specifications and input into tender documents
- Evaluate technical bids and contribute to the selection of consultants and contractors
- Ensure timely progress and quality compliance during design and construction phases
- Oversee performance testing including startup, trial runs, and capacity validation
- Review technical documentation and ensure accurate submission of reports and manuals
- Support integration of smart and sustainable technologies within utilities infrastructure
- Provide technical input to risk mitigation and project budgeting processes
- Monitor compliance with environmental and safety regulations
- Lead, mentor, and develop a high-performing engineering team
- Engage with internal stakeholders across operations, development, and commercial functions
- Implement process improvements and adopt best practices for utility systems delivery
- Track KPIs and report project status, risks, and opportunities to senior leadership
Experience & skills
- Bachelorās or Masterās degree in electrical, mechanical, chemical, environmental, or civil engineering
- 12ā15 years of experience in wet utilities generation and transmission
- 5ā10 years in managerial roles overseeing large infrastructure projects
- Experience in sustainable utility infrastructure projects in KSA or GCC
- Proficiency in smart utility infrastructure systems
- Proven ability to manage PPP/BOOT projects through full lifecycle
- Deep understanding of public safety engineering standards and design methodologies
- Knowledge of regulatory compliance in environmental and safety domains
- Demonstrated experience with cross-functional stakeholder engagement
- Track record of developing and leading high-performing engineering teams
